The Russian military secretly trying to divert the world from the creation of weapons. The plan began to realize after a monstrous biological catastrophe, the leakage of the X107 virus. It is the principle of thedevelopment of the terrorism. We have no way to resist the rich countries there the similar devices arebeing invented more and more. We can't stop the new working-out even using the pressure on theinternational level. The worst fact is that often new arms are issued without antidote. Its mutations arise so quickly that we won’t have enough means to create the treatment. Besides, we shouldn’t remember thatthe equipment for the researches is more expensive than for the creation of the poison, and the result of the huge investments isn't guaranteed. Economic crash of our country which we observe everywhere is a consequence of the war with it during almost the century. We lose it every year. But it has turned out thatthe fight for the survival of the all mankind is lost too. Only the nuclear attack can become the equivalentanswer to the damage caused to our country from actions of the opponent. However, we must understandthat as soon as our rockets fly up, the peace in the world will end. Therefore each of us was given a taskfrom the Security council to prepare the ideas of the prevention the potential biological attacks to ourcountry

All the members at the meeting frostily nodded. The speaker finished and returned to his place to drinkwater. The head of the Safety Council interrupted a pause.

– Ivan Dmitriyevich, we will begin with you!

Ivan Dmitriyevich, the head of GRU, stood up from his seat and went to the the performance place. We have analysed a large number of data, and have come to thefollowing conclusions of rather possible reasons of the usage of the biological weapon by our potentialopponents against Russia. Most of them have roots in the attacks to the market. Our hard line on thisquestion is widely known. The world community is actively persuaded that Russia is the enemy of all theplanet what is why our state must be destroyed. We remain guarantors of the world and safety, onlyshowing own good intentions and a clever position for the defense the peace from the madmen. Russiarepresents for the countries of NATO, China and some other states especially economic interest because in fight for the wealth and the power people lose the feeling of the collectivism. They forget that the mostpart of their own life should be devoted to the creation of the general benefit. Otherwise at first, thesingle maniacs will kill great and clever headmasters. If this tendency continues, there will be no talentedpeople on the key posts. They will be occupied by those who came to this place through the betrayal, murder, meanness, thefts, destruction of the perspectives.

– On Earth more and more problems appear. They are mostly connected with the wars and the epidemics. The mankind choked in a stream of problems with the fact that it was necessary to stabilize an economicsituation of the countries. At that time,the wars and the conflicts with different countries forced people to think of welfare, but already in despair as it became the unattainable purpose. Creation of newtechnologies moved the manufactures of a large number of people on other parts of the planet. Often it was connected with the escape from the ruining authorities, with avoidance of taxes. The richest were ableto afford this decision. Americans that couldn't constrain their own economy closely dealt with this problemin order the internal product provided all the population of the country. The formation of the importproduction has taught many people to do everything without help of those who gave them the ideas andadjusted profitable stable existence. But owners gradually lost it, their former workers became theircompetitors. Furthermore, americans advanced this project, in the USA because they needed a largenumber of production and resources, but, when they received them, they couldn't keep monopoly and in impotent rage decided "to die with a fight", destroying the former subordinates. At the same time, I don’t hide, I tell about the bandits, who accumulated the money, were thinking about the new ways of extermination the people in order to save and increase their wealth. Everyone knows that the decision to clear Russia from the people living in it will be made some day! Creation and active X107 spread is the realproof of it!

We have no forces and funds for supporting the helping industry forthe different countries. Without it they aren't ready to care about their own everyday wellbeing, and alsoabout the survival of the world and the mankind. We have lost not only the position of a superstate. We have lost the supporters in many countries, there aren’t kind and politically active people between theauthorities to fully guarantee the world survival. We can't completely restrain ubiquitous usage of thechemical, bacteriological and biological weapon any more. The system of good protection against it hasfallen with the USSR.

If people stop being modest, don't wantto do their duties, feeling responsibility for the others, soldiers have to be more thoughtful. Besides theyhave to get through the pressure of the aggressive-minded people, to reflect their attacks, to guide themtowards the behavior "in a form". Correct behavior. It is already war for professionals, but we have to win it. Don't forget that it’s a great deed to remove the army from the fighting even if it is necessary to deceivethe commanders-in-chief and make them believe that the ally has begun the fight, and leaving the front is necessary only for the protection of the country. Now we set for the soldiers a task that even more large-scale. We must eliminate from the front those army that will invent and use biological weapon, will killpeople for the sake of money and glory. We have to destroy army which has no commander able to give theorder to act or to stop doing something. It makes the fight even more difficult. But we have good chancesof a victory. The plan for the priority changes in minds of people has to work.
