The Russian military secretly trying to divert the world from the creation of weapons. The plan began to realize after a monstrous biological catastrophe, the leakage of the X107 virus. The military of the Russian Federation offered the world the program of colonization of Mars, where a qualitative work of three hundred years was required.

Volin stood up.

– Mister head of the Council! It’s exactly what we want to make. But the direct negotiations with our richrivals won't lead to anything. Therefore we have developed the large-scale project directed to the changeof the priorities of all the mankind. For this purpose we will launch a secret information campaign whichpurpose is to reorient the developed countries of the world from resource wars on Earth to the peacefuldevelopment of the geology in Solar system. We will surely add the explanations about the threat of the hitof the meteorites to the nuclear objects, develop the huge company on accumulation of the prestige of everybody who is engaged in space researches. People will be torn to such a works even only to be considered as elite of the society. The system of the employment will be focused on the upbringing peopleas much as it possible. Besides the space, we have one more advantage – effective intelligence service andcounterintelligence. In Russia there are many agents of NATO and China, absolutely confident that theyaren't revealed by us. Moreover, they have enlisted a number of our high-ranking officials. It was reallydifficult to convince agents of foreign service that their informants are reliable and we aren’t involved in it. We even merge several small secrets to do this. We also use them to send to the leaders of the countries of NATO and China information necessary to us! But the biggest victory will be already created system for theimitation.

– And what information will it be? – asked with the interest the head of the Council.

– And it will be announced by Dmitry Andreevich!

Morozov Dmitry Andreevich, the Minister of Economic Development in Russia, came to a conference halltribune. Pankratov didn't sit down, standing nearby and letting know he wanted to add something to Morozov's report.

– Mister head of the Council! Information which we intend to merge to the West and to China will be thefollowing content. I will briefly read only the theses. The oil reserves in Russia at the current consumption, spread of blue plague, X107 and its export will be enough for 15 years. The drinking water reserves werereduced dramatically because of the awful ecology. Especially, after the failure of the train with 90 cars of chemical C17X04 reagent in Siberia and the penetration of all these reagents to the lake.

The head of the Safety Council has turned pale and cried out:

– What accident? When did it happen? Why didn’t you tell me!?

– Andrey Leonidovich, calm down! – Semenov, the head of the department of the fight against war crimestold him impassively. – Accident hasn’t happened yet. We plan it next week. But it will be small, only as an occasion to start actions.

The head of the Council understood everything, took a deep breath, leant on the back of the chair and saidwith the voice still shivering nervously:

– This way I will leave the Kremlin only legs forward! No, there won’t be any accident. Do what you want, but no diversions against our own country, even in case of the recruitment the foreign armies. We have no war. They don’t attack us, don't occupy the territory. We are not on the losing side. Why are the realdiversions necessary in a normal life?

The soldiers didn't object. And shamed Morozov continued:

– We will use all the possible exits due to the appearing problems. We will find the new ways out. We needto begin looking for the reserves of the necessary metals and minerals outside Earth. To develop the systemof the disinfecting and to make the space cleaning fashionable so it will help on Earth too. Let's create thesecular society, like in Pushkin’s lyceum where we will begin to bring up the noble people. Let's make thelife beautiful for the millions. People would forget that they once wanted robots only for the killing mostof the fellow citizens.

The conversation has right there joined Pankratov:

– We also want to tell the part of the information about the asteroids and our plan in general, that will be interesting for the press. We even have a project of the plant processing the asteroids on the orbit. We want to tell about it too. The purpose is simple: to let the West and China understand what now they can’t caught anything and get the profit in Russia, and at the same time to aim them at the exploration of thespace richness, to show them it’s real. In this case the huge money that are spending for the arms now willbe reoriented on the space programs, and thousands unemployed people will be able to find the job in thesphere of studying, delivery and processing the asteroids.

– The idea is clear and I completely support it! – The head of the Safety Council with a sign invited Morozovand Pankratov to sit down at a table. – And if it’s not a secret, who is an informant telling the information to the agents ?

Volin smiled:

– This is mister Morozov! And mister Orlov – the first deputy of Pankratov!

The head of the Council looked at Morozov and said reproachfully, shaking the head:

– Oh, didn't expect it from you, Dmitry Andreevich, didn't expect!

It was the end of the meeting. The discussion was already about to an end when the head of the Councildecided to say about one more condition.

– I am ready to support the project and I will make an official motion for its development in thegovernment. We have capacities to continue the work. But I promise all this on the one condition. Thegeneral system of the program has to include searching the protection against radiation.

– Do you mean the alternative energy sources? – Volin has asked him.

– It’s not the only way. The program is large-scale. The best physicists and chemists of the world willparticipate in its work. You have to to support their efforts of studying the nuclear reactions and makingtheir forces safe for the person. Let use everything. Study the alternative types of the obtaining energy andmake the cheaper power plants. Create the programs for studying the nuclear synthesis and simulate themon the computer so that in the beginning models, and then our experiences prove the ways of using of thisdangerous energy without harm for the person and the nature. I understand that this task is difficult and I won't demand instant results. I’m against the dangerous technologies to become known to those whomustn’t know about their power. But its studying has to be a part of the new direction.

– We will make it, – Volin answered to all. – I imagine how people in the West will react to this program.

Everybody burst into laughter and in a good mood began to discuss details of the forthcoming informationcampaign.

Space is fronted of the Cold War

The general Parkers was a hereditary military. His great-grandfather was involved in World War II, meetingon Elba forces of allies, and the grandfather was at war in Vietnam. Then he couldn't be met on spontaneousrevolts when most of veterans threw out medals and hated everything that was considered as their feet, publicly proving to be opponents of fighting. Parkers's father has died during the operation "Tigers in theDesert" when the boy hardly was 10 years old.

Only his courage was the cause. The command car was well protected, but he has decided to go out of it personally to dispose about evacuation of children, to check the performance of the order. The bullet hasovertaken him when he was already convinced that everything is executed precisely. Already then his sonwho has remained the orphan didn't doubt that he will carry on the family tradition and will become themilitary. And now he, John Parkers, the general ordering the American contingent of NATO in Europe. He was proud of the position and carried the officer's rank with honor.

From the grandfather and the father, and in general from a habitual working environment which was madegenerally military pathological hatred for Russia and all Russian was transferred to Parkers. He saw in herthreat, the enemy who needs to be crushed to save all free world from imperial ambitions of the Eurasianpower. The policy changed over time, but he considered that in military science it is better to be the mostconservative, otherwise become the hostage of the charm of the enemy behind whom war and deception arenecessary. Determination helped it to remain to the right principles. But recently in Parkers's soul in relationto Russia there was a fight. It has been connected with two events. First, sorting during the last holiday stuffon an attic of the house of the great-grandfather, John has found several old notebooks. On their turnedyellow pages he has found the memoirs of Hugh Parkers ordering separate crew of allied forces in Europe on the western front. He couldn't say that as the orphan needed care of relatives, the army relations havehelped to find to his new fathers and grandfathers, strong and clever, own commanders. But memories of thefamily have woken up in his feelings which have reminded him of their care and that love which only thehealthy child can feel. Adults not so often face the defended peace of the childhood. Even talented militaryin it weren't an exception. In the records Hugh's old times mentioned meetings with the Soviet soldiers morethan once. Rereading lines of the ancestor, John couldn't stop own curiosity. It forced it to understand whythe contemporary of the author of Little Prince saw in people from the country of his constant opponentsalready not only the Wednesday full of threat to peace, and loving people. The war, which has made alldefenders of the world has forced them all to unite for the sake of a vzhivaniye, forgetting for a while aboutthe conflicts between the countries. Foreigners were interesting to Hugh Parkers, he tried to understandtheir intentions and a way of actions. In his memoirs they were similar to Europeans, but preferred to keepmuch more modestly.

He described them very courageous, quiet, cheerful and benevolent people. As if summarizing the generalimpression, Hugh Parkers wrote: "The Russian soldiers are an internal force, and at the same time force – kind! These are simple peasants and workers who have had freedom and an opportunity to become at leastthe small heads loyal to the country. People who want to come back home somewhat quickly, to thefamilies, to the peaceful occupations. Unless we differ from them in this desire? It is necessary to be on friendly terms and cooperate with Russians, though it is necessary to be for this purpose cleverer, then we have got used. And then the West in the union with Russia, as if it wasn't called there, will be able to makecivilized the rest of the world!". Parkers has been shocked. Never he happened to speak with the great-grandfather about war. His grandfather and the son of the author of these lines has died when John was onlytwelve years old, in two years after death of the father. But his opinion concerning Russians has set thegeneral Parkers thinking.

Intelligence data became the second reason of change of the attitude of Parkers towards Russia. It hasturned out that in the conditions of the world fever of arms which has become possible thanks to sellingpoliticians, Russia spends the budget not for developments of new arms and means of protection, and forprograms for the disarmament of marauders. For most of news dealers they were called systems for spaceexploration. The clever general has understood at once that the paramount purpose of Russians in thisprogram is not the development of asteroids, but change of priorities of mankind at all. Has understoodParkers and the fact that the Russians have specially leaked information in NATO, as if in absentia invitingthe potential opponents to cooperation or, at least, rivalry, but out of Earth and finally to the benefit of mankind.

John didn't believe in accidents. And the fact that he with a difference in a month has learned about theRussian two facts which characterized them from especially positive side were from him he is familiar fromabove. He and his assistants have spent a month in hard work, finding out details of the Russian programs forchange of priorities and to the development of space. With surprise, he has found out that initiatives of Russians really cause in the spirit of sports passion is mute. He has noticed the same mood at ownsubordinates who as obliges followed the developments. Only a week he convinced himself that it is necessary to become neutral and to be engaged in something else. But then he has abused himself forcowardice. Why Russians have thought up how to be got involved in a fight with the bandits, wishing to winagainst everyone, including the one who hasn't chosen a way of destruction and marauding yet, and the armyof the USA has to concede to them, like the crew of a special purpose capable to work only in policeoperations under their beginning? The thought of submission by the Russian in strategic plans has made himthe fighter. He has understood that the officer shouldn't be a coward, even in such difficult situation as thisnew approach to the immorality of mankind, escalating in number.

The general has chosen for himself the only way which has become his credo the next years, to be engaged in re-education of people, but make it better, than the opponent. Two high ranking from command havewillingly listened to his arguments in favor of deployment of new programs. It even seemed to him that thegenerals are attracted by new developments which will help to bring up the real patriots of the country andwill give additional allocations. All his analytical departments already collected materials for the argumentof new plans above. At last, the obtained data have allowed Parkers to prepare as it seemed to him, theconvincing report. He has arrived in Sweden only after several hours prior to the meeting. The protocolprovided only one meeting therefore before it it has decided to pass a little on foot. Then it seemed to himthat on the street of the capital, he too draws attention when strides with two security guards on the almostempty street. He has changed the car and has included news. Televised reports on events at the last meeting, then about wars and judicial proceedings. Exchange quotations have again replaced shots from the place of the conflict in one of the African countries. If he also had doubts in the correctness of the chosen way, feelings from a spirit of TV channel have dispelled them completely. "The world has become better and it will be more human", – he has thought.
